SOLUTION:

When the factory test drive the scooter the technician carries a gallon of gas, puts it between his legs, unhook the gas hose that connects to the carburetor and connects his temprory hose. Many times the technician does not hook back the original hose to the carb. If you open the seat and unscrew one screw that is holding a cover, you will be able to see the hose that is leaking the gas. Just connect it to the carb and you are OK.
