Try to adjust the air/fuel mix on the carb. If that doesn't work there a lots of upgrades for the gy6 motor and parts should be readily available. Try buying a performance CDI which will change the power range. Do not buy one that just changes the RPM limiter, change the power curve. Try an MPR product or talk to your local scooter shop.
